Virginia L. Austin
Virginia L. Austin, 91, of Albion, died Monday, Jan. 19, at the Mercy Medical Center in Sioux City, IA. Funeral services were held Wednesday, Jan. 21, 2009 at Zion Lutheran Church, Albion. Rev. Larry Sydow and Rev. Michael Kern officiated. Burial was in the Rose Hill Cemetery, Albion.

Joan Oliverius
A memorial service for Joan Oliverius, 56, of Omaha, was held Saturday, Jan. 24, 2009, at St. Luke United Methodist Church, Omaha.
She died Wednesday, Jan. 21, 2009, after a year-long battle with cancer.
She was born in Lincoln, on March 27, 1952, the daughter of Stan and Evelyn Oliverius. She grew up in Albion, where she had many life-long friends. In lieu of flowers, memorials are suggested to BRCA Awareness Education.
Henry G. Afrank
Henry George Afrank, 93, of rural Cedar Rapids, died Saturday, Jan. 17, 2009 at the Cloverlodge Care Center. Funeral services were held Tuesday, Jan. 20, at Levander Funeral Home in Albion with Pastor Vern Olson officiating. Burial was held in the Rose Hill Cemetery, Albion.

Francis Glaser
Francis Glaser, 81 of Spalding, died on Friday, Jan. 23, 2009 at Boone County Health Center. Mass of Christian Burial was held at St. Michael’s Church in Spalding at 10:30 a.m. on Monday, Jan. 26. Fr. Joe Hannappel and Fr. Jim Murphy officiated. Burial was held at St. Michael’s Cemetery with military honors by American Legion Post #299. In lieu of flowers, send memorials to St. Michael’s Church in Spalding or choice of charity.
Patricia (Mullin) McNamara
Patricia (Mullin) McNamara died recently in Bakersfield, CA.
Pat, daughter of Tom and Ruth (Needham) Mullin, was born May 20, 1927 in Albion. She graduated in 1945 from Albion High School. She was a member of St. Michael’s Catholic Church and had many friends in Albion.

Boone Central, 12-1 and now ranked 3rd in Class C1 by the Omaha World-Herald, ran its current winning streak to seven games by nipping Scotus 46-45 at Columbus Thursday, then blasting Ord 65-40 in Albion Friday.

Important water hearings

Four very important public hearings are coming up in Central and Eastern Nebraska during February and March. The Nebraska Department of Natural Resources (DNR) will use these hearings to explain its “fully appropriated” designation handed down last December for the entire Lower Platte River Basin.
The designation includes the Elkhorn and Loup Basins. If the designation is made permanent, it will bring new water restrictions to most of Central and Northeast Nebraska.
DNR will be accepting written and oral testimony about the river basins and its preliminary ruling. The four hearings are scheduled as follows:
- Friday, Feb. 13, 2009 at 1:30 p.m. at the Lower Loup Natural Resources District Office, 2620 Airport Drive, Ord.
- Tuesday, Feb. 17, 2009 at 1:30 p.m. at the Learning Center of Northeast Nebraska Community College, Norfolk.
- Tuesday, Feb. 24, 2009 at 1:30 p.m. in Room A on the Lower Level of the State Office Building, 301 Centennial Mall South, Lincoln.
- Thursday, March 12, 2009 at 1:30 p.m. in the Fremont City Auditorium, 925 North Broad Street, Fremont.
Many people would agree that we need to protect both our ground and surface water supplies in Nebraska. Most would accept the “hydrological connection” between ground water and surface water.
But there are some points of contention, and it would be good to hear those points discussed in a public hearing.
For example, one point was brought forward by Butch Koehlmoos, general manager of the Lower Loup NRD, when the designation was announced in December.
His contention: Since the fully appropriated status was determined by DNR using gauges on the Platte River, it appears that the Loup and Elkhorn Basins may be tied in (perhaps unfairly) with the upper Platte River, which is already over-appropriated.
In consideration of the fully appropriated designation, are flows from the Loup and Elkhorn Rivers being used to “make up the difference” from the over-appropriated basins upstream?
New director, assistant on duty at Fitness Center

The new manager is Angie Knuth, 36, a native of Fremont. She has previously been an assistant business manager, but this is her first experience in fitness center management.
The assistant manager is Mike McDermott of Petersburg. He is also a native of Fremont, has lived at Petersburg for the past two years and has been working at Leifeld’s Furniture in Albion.
Matt Kalvelage, the previous fitness center manager, recently moved to Michigan where he will be a recruiter for youth sports camps.
Sales tax receipts were down in November

Albion’s city retail sales tax receipts showed a decline in November 2008 as compared to November 2007.
This was the first month that 2008 receipts had declined from the previous year.
The city’s November sales tax receipts totaled $30,121, a decline of $3,585 or 10.6 percent from the November 2007 total of $33,706.
The November total also showed a 30 percent decline from the October 2008 total receipts of $44,557.
