Of course, in reality, it’s not that simple. As in art, it takes imagination, vision, a steady hand, deft strokes and patience to conjur a gridiron masterpiece.</p>
<p>We saw Saturday that Bo Pelini’s “Portrait of Nebraska Football” is a work in progress. <p align="justify">The budget summary, published in this week&#8217;s Albion News, includes $257,500 in property taxes to finance bonds for the courthouse addition project. There is also a new budget line item, the County Building Fund, that includes $22,942 in property tax revenue.</p>
<p align="justify">With 17.9 percent growth in the county valuation this year, the new budget includes a slight reduction in the property tax rate while still increasing total property tax revenues by $383,598 or 15.29 percent as compared to last year.</p>
<p align="justify">The total property tax rate (county levy) would decline from .362405 last year to .354407 per $100 of assessed value under the new budget.</p>

			<content:encoded><![CDATA[<p align="justify">Albion City Council will hold a public hearing on the 2008-09 city budget next Tuesday evening, Sept. 9, at 7:30 p.m. during its regular meeting.</p>
<p align="justify">The proposed budget shows a slight reduction in the total property tax rate to .407590 cents per $100. However, when the Airport Authority tax rate is factored in, there is no rate change from last year.</p>
<p align="justify">With a 97 percent increase in total property valuation, mostly due to the ethanol plant personal property being added to the tax rolls, the same levy will raise $208,438 more in revenue for the coming year.</p>
<p align="justify">In their recent budget planning session, the council decided to use the same levy to build up cash reserves this year.</p>
